Prior to the adoption of 18.01.004 (Ord. 2147) on 02/17/2003, Section 18.01.004 read as follows.

Sanitary sewer service customers of the City who contribute waste water the strength of
which is greater than normal domestic sewerage shall be assessed a fee in addition
to the normal sewer rate charges of the City. The fee for operation, maintenance and
replacement of the City’ s sanitary sewer treatment facilities shall be:

Per pound BOD                           $ 0.3013
Per pound SS                                  0.1769
Per pound Other Pollutant(s)              -0-

        Any sanitary sewer customer which discharges any toxic pollutants causing an increase in the cost of             managing the effluent or the sludge from the City’ s treatment works or any user which discharges any             substance which singly or by interaction with other substances causes identifiable increase in the cost of             operation, maintenance, or replacement of the City’s sanitary sewer treatment works, shall pay for such             increased cost.  The charge to such customer shall be as determined by the responsible plant operating             personnel and approved by the City Council.
